Presenter Bios


Robert McKenna, MS, CHES – Mr. McKenna is the Director of Training and Performance Improvement at the Family Planning Council, Inc., where he has been employed for 12 years and is responsible for overseeing local, regional and national training-related initiatives. He is currently the Project Director for the national Male Training Center for Family Planning and Reproductive Health and TRAINING 3, the Region III Family Planning Training Center. Rob has 18 years experience developing, delivering and managing public health initiatives including STD/HIV services, mental health, substance abuse, and Title X funded family planning programs. Rob holds a Masters of Science in Health Education and is a nationally Certified Health Education Specialist. For nine years Mr. McKenna has been a graduate health studies Adjunct Professor at Arcadia University, Department of Medical Sciences and Community Health. Mr. McKenna’s expertise in men’s reproductive health includes program planning and evaluation, designing and delivering several training programs highlighting the intersection of Title X Guidelines and services for males; participation in several male-related research projects, and serving as a peer reviewer for the American Journal of Men’s Health.

Loretta Sweet Jemmott, PhD, FAAN, RN van Ameringen Professor in Psychiatric Mental Health Nursing, and Director of the Center for Health Disparities Research University of Pennsylvania - Dr. Jemmott is one of the nation's foremost researchers in the field of HIV/AIDS prevention among African American adolescents, having been involved with $74 million in federal funding devoted to this issue during the course of her career. Several of her curricula have been designated for national use by the Centers for Disease Control.

David Fine, Ph.D., - Dr. Fine is the Vice President/Research Director for James Bowman Associates/Center for Health Training. He holds a Ph.D. in Social Work from the University of Washington.  Throughout his career, Dr. Fine has sat on several reproductive health care committees for the CDC and OPA and currently sits on the National Survey of Family Growth, NCHS, CDC. Throughout his career, Dr. Fine has worked on many project including: Peer Recovery Network, LGBT drug and alcohol recovery community, Seattle WA—SAMHSA; Natural Family Planning Research—DHHS/OPA; Improving FP Service Delivery to Males—DHHS/OPA; Infertility Prevention Project, USPHS Regions VI and X—CDC/DSTDP. David’s professional experience dates back to 1995 and his resume of trainings, evaluation and research projects are too numerous to include.

Dorothy Mann, Executive Director of the Family Planning Council, Inc. Philadelphia PA- For over 40 years, Dorothy Mann has worked tirelessly to improve reproductive health care for women, men and adolescents. Starting out as a family planning outreach worker in California, Ms. Mann went on to work on research that paved the way for Title X, opened new Federally funded family planning programs in Pennsylvania and, for more than 32 years, Ms. Mann has provided visionary leadership as the Executive Director of the Family Planning Council in Philadelphia. Ms. Mann is a passionate and energetic advocate, speaking out in her community, in the state capital and on Capitol Hill with a powerful message on the importance of prevention.

Lori Rolleri, MSW, MPH – Mrs. Rolleri holds a Master of Public Health and a Master of Social Work from the University of North Carolina at Chapel Hill. She is a Senior Technical Advisor/Team Lead for Gender and Men as Partners Program at EngenderHealth, New York where she oversees the management of multiple USAID- and PEPFAR- funded programs in Africa and Asia.  For the past 14 years Lori Rolleri has designed, implemented, managed and evaluated a variety of reproductive and sexual health curricula and programs for young people, parents, and professionals in the U.S. and Latin American. She directed the CDC-funded "Bridging Science and Practice" technical assistance project and the "Parent-Child Connectedness: Bridging Research and Intervention Design" project funded by the Annie E. Casey Foundation

Ray Jorgensen, MS, CPC – Raymond T. Jorgensen is President and Co-Founder of Priority Management Groups, Inc. Mr. Jorgensen is responsible for oversight of consulting operations as well as coding, reimbursement, and payer related issues for outsource billing component of PMG’s services (more than 850,000 annual encounters).  He has personally trained thousands of providers from over 35 states on coding, billing and reimbursement in addition to authoring two books and dozens of articles on the subject.

Anne Rompalo, MD, ScM, Professor of Medicine, Johns Hopkins University - Dr. Rompalo is a Professor of Medicine with a primary appointment in the JHU School of Medicine, Division of Infectious Diseases.  She has a joint appointment in the Department of Obstetrics and Gynecology, and faculty appointments in the Departments of Population, Family and Reproductive Health and Epidemiology at the JHU Bloomberg School of Public Health. Dr. Rompalo is recognized both nationally and internationally as an expert in the field of STD research and application.  Since 1993, she has been the Medical Director and Primary Investigator for the Region III PTC.  In that capacity, she has worked collaboratively with other training agencies within the Region and the nation to develop, conduct and evaluate needs assessment surveys.  She has extensive experience developing such instruments, conducting and evaluating the results, and developing curricula to address the needs identified.  Dr. Rompalo has over 20 years of experience in conducting research in the STD field.

David L. Bell, MD, MPH, Assistant Clinical Professor of Pediatrics and Population and Family Health, Columbia University, Medical Director, Young Men’s Clinic - Dr. David Bell is an adolescent medicine physician and works primarily with ages 12-24. Dr. Bell is the medical director of the Young Men's Clinic and the School-Based Clinic Program. Both are direct service components of the Center for Community Health and Education within the Mailman School of Public Health. He provides direct patient care for adolescent and young adult males and females within the Young Men's Clinic and the Family Planning Clinic.  Dr. Bell is currently on the board of directors for the Guttmacher Institute. He has consulted for the federal Office of Family Planning, and assisted with trainings on male health with Federal OFP Regions I, II, IV and VI, as well as with Engender Health (formerly AVSC). He has appeared on MTV, BET, and CBS, promoting male health issues. Dr. Bell completed a three-year adolescent medicine specialty fellowship at the University of California, San Francisco School of Medicine.

Daryn Eikner, MS, Director of Service Improvement, Family Planning Council; MTC Senior Faculty- As the Director of Service Improvement, Ms. Eikner oversees both the Training and Performance Improvement Department and the Quality Improvement Department of the Family Planning Council in Philadelphia.  The Department of Training and Performance Improvement houses the MTC and TRAINING 3, the Regional Family Planning Training Center while the Quality Improvement Department is responsible to insure the quality of services provided by the Councils network of providers to over 154,000 individuals each year. Ms. Eikner has an accomplished career in public health programming, training and performance improvement and has served as adjunct faculty at the Drexel University School of Public Health since 2006 facilitating classes that address behavioral assessment, community assessment and program planning and evaluation.  In addition, Ms Eikner holds a MS in Training and Development, from Saint Joseph’s University and certificate in Distance Learning.  Ms Eikner has worked at the Family Planning Council since 1993 and has been involved in the development of the FPCA Performance Measurement Program since its inception. Prior to joining the Council, Daryn was a Supervisory Public Heath Advisor with the Centers for Disease Control for 14 years in both the STD and Immunization Programs.

Arik V. Marcell, MD, MPH, Assistant Professor, The Johns Hopkins University School of Medicine; Senior MTC Faculty - Dr. Marcell received his MD from the University of Illinois and his fellowship in Adolescent Medicine at the University of California San Francisco. Dr. Marcell has co-authored several relevant articles on male reproductive health and healthcare. Dr. Marcell’s research focuses on adolescent male reproductive health and access to care. He currently receives extramural funding directly or indirectly from the NIH and DHHS Office of Family Planning to support these activities. He is currently examining adolescent males’ reproductive needs and barriers to care. He has extensive experience training health professionals on topics such as STDs, adolescent health, and male reproductive health.

Susan B. Moskosky, MS, RNC, is the Acting Director for the Office of Population Affairs and Director of the Office of Family Planning, U.S. Department of Health and Human Services (DHHS), is responsible for administration, as well as program and policy development and implementation for the national Title X Family Planning Program. She assumed the position of Director, Office of Family Planning, in January 2001 and became the Acting Director of OPA in January 2010. Prior to that, she served as the Deputy Director of the Office of Family Planning. Before moving to Washington, D.C. to work in the Office of Population Affairs, Susan served as the Regional Program Consultant for Family Planning in Region VII, Kansas City and was also the Region VII PHS Women's Health Coordinator. She is a certified Women’s Health Nurse Practitioner, and prior to Federal employment, spent 15 years teaching nurse practitioner students and providing family planning, prenatal and other related preventive health services in maternal health and family planning clinics in Dallas, Texas. She directed the Women's Health Care Advanced Nurse Practitioner Program at the University of Texas Southwestern Medical Center at Dallas, which was one of the five nurse practitioner programs funded by Title X for many years. She has served on a number of boards of professional associations, and has served as contributing editor for a number of professional journals. She was editor of the Women's Health Care Nurse Practitioner Certification Review Guide. Ms. Moskosky received her Bachelor of Science Degree in Nursing from Baylor University, and a Master of Science in Maternal‐Child Nursing from Texas Woman's University and maintains professional certification through NCC as a Women's Health Care Nurse Practitioner.

Andrew Levack – Mr. Levack is the Technical Advisor/Team Leader, Gender and Men as Partners, EngenderHealth. He received his Masters in Public Health from the University of Washington. Mr. Levack is recognized as a global expert on gender, violence prevention, human sexuality, teenage pregnancy prevention, HIV prevention, youth-friendly services, behavior change communication, and participatory training methodologies.  Mr. Levack is also the co-director of MenEngage, a global alliance of nongovernmental organizations working t engage men and boys in gender equality.  In addition, Mr. Levack holds a clinical faculty appointment at the University of Washington’s School of Public health and Community Medicine, where he teaches a course on reproductive health and gender.  Mr. Levack has lived and worked in over 15 countries in Asia, Africa and Latin America.  His work addresses adolescent reproductive health, HIV/AIDS, gender-based violence, quality improvement, and reproductive counseling.

M. Terry Hogan, MPH, Program Administrator, Johns Hopkins University; MTC Senior Faculty – Ms. Hogan has an extensive background in evaluation and adult education.  She has an appointment as associate faculty in the Department of Population, Family and Reproductive Health at the Bloomberg SPH and continues to work as faculty coordinator for training programs at the SOM and the SPH.  Ms. Hogan has been the Administrator for the Region III PTC since 1990.   In her tenure, she has developed research protocols, conducted pilot studies, been a member of research evaluation teams, conducted needs assessments and developed curricula.

Iris Stendig-Raskin, MSN, CRNP – Mrs. Stendig-Raskin received her Master of Science in Nursing from the University of Pennsylvania. She is an advanced level trainer with an extensive background in family planning and reproductive health. Her professional experience includes positions at Planned Parenthood, the Family Planning Council T3 and the University of Pennsylvania. Iris successfully completed a yearlong preceptor ship program with certification achieved as Nurse Colposcopist.

David Johnson, MPH, Project Officer, Office of Family Planning – Mr. Johnson received his MPH from George Washington University. David currently oversees and coordinates the Office of Family Planning’s (OFP) male family planning and reproductive health initiatives and programs, including male research grants, the evaluation efforts of the male research grants and the Family Planning Male Training Center. Operationally David’s responsibilities include developing the yearly budgetary performance targets for the Department and Congressional submission, updating the annual and long-term performance measures and submitting the budget justification narrative and figures to the department representatives.

Taalibah Kariem-White – Ms. Kariem-White is a Manager of Training and Performance Improvement at the Family Planning Council. Mrs. Kariem-White in her capacity at the FPC has overseen the CDC Teen Pregnancy Training and Technical Assistance grant for the Mid-Atlantic DHHS Region III and manages the implementation of the Philadelphia Department of Public Health’s HIV Prevention Counselor Certification program.  She has vast experience in program coordination, staff development, HIV and other reproductive health issues, teen pregnancy and domestic violence.  As a lead trainer on reproductive and adolescent health issues she delivers technical assistance and staff training on a variety of subjects, including: Reducing Sexual Coercion with Minors; HPV and STI Prevention; Promoting Science-Based Approaches to Teen Pregnancy Prevention; HIV Partner Counseling and Building Organizational Cultural Competence.  Mrs. Kariem-White has over 25 years experience in training and performance improvement.
